In the eyes of the RBQ, construction work is foundation, erection, renovation, repair, maintenance, modification or demolition of a building, of equipment intended for public use, of an installation not attached to a building or a civil engineering work, work carried out on the site itself and on the job. This definition includes the preliminary land development work.
The RBQ can inform you about the construction standards of all buildings, except those mentioned in article 1.022 of Chapter I – Building, and National Building Code. For the latter case, you must contact your municipality. Engineers, technologists or architects can also give you information on this subject.
The Building Act requires that any construction contractor who offers his services to carry out or have carried out work in Quebec must have a valid license. Except for the exceptions provided for in the Act and its regulations, a license is also required for all owner-builders who carry out construction work.
The RBQ is the agency responsible for issuing and amending contractor licenses. It also ensures each year that the maintenance conditions are met by the holders. The amendment to the Building Act grants increased powers to the RBQ. Concretely, it broadens the scope of measures that may lead to the refusal to issue, restriction, cancellation or suspension of a contractor’s license.
